A BNSF oil unit train from the Bakken oil fields in western North Dakota passes the waterfront redevelopment site in Bellingham Washington. The oil will be refined at one of two NW Whatcom County refineries that already receive oil via pipeline from the Athabascan Tar Sands, near Fort McMurray, Alberta, Canada. Activists are concerned that oil companies will lobby for removal of regulations that prevent the export of crude oil to foreign countries from ports in Washington State.
